"A Bronx man violated an order of protection when he choked a woman in her Stuyvesant Town apartment, authorities said yesterday.
Jeffrey Kooy, 41, allegedly struck the woman in the hand with a coat hanger in her East 20th Street apartment near the FDR Drive at about 4 p.m. on Nov. 12.
He then knocked her to the ground and choked her, causing minor bruises, sources said.
Kooy fled but was captured Monday on charges of aggravated criminal contempt and assault, a spokeswoman for the Manhattan DA said."

so if you don't choke on the water or the endless dust from the construction, you get choked by a perpetrator.
That was a TishSpy goon trying to get the woman to admit that she had a primary residence somewhere else.
I find this confusing. Wouldn't an order of protection mean that he would not be permitted to enter her apartment? Is it that he was allowed to enter the apartment, but not allowed to hit her with a hanger or choke her? Does ground mean floor?

yes, that's why the order of protection was violated, because he wasn't allowed to go near her. i would assume that ground means floor, unless her buildig is in even worse shape then some of ours and she lives on main and the actual ground is visible thru the floor.

There is also, on page one, an article extolling the virtues of the TA as it reaches out to market raters, "though rent-stabilized members have historically bulked the organization." "Bulked" the organization? Doesn't anyone edit copy anymore?
I think the reference to "bulked" has to do with the fact that as many of the TA members have gotten older they (including me) have bulked up a bit.
What we need are more svelte market raters.
Or perhaps, T&V just needs better proofreaders.
I got my rent bill today with an insert offering all kinds of goodies if I could get a friend to sign a lease plus a prize if I could get three (yes three!) suckers to sign leases! Not only are they desperate, but they are stupid! I don't know anyone who I hate enough to want them to sign a lease in Stuyvesant Town, and I don't know anyone stupid enough to do it anyway!
