After all, where else can you come home from a hard day at work only to be greeted by hooch in the lobby and an old pair of panties in the "ghetto blaster"...seriously.

"There's no shortage of nasty sh*t in my building. Aside from the nightly roach parades and the broom fights with rats, this week I came home to find these gems - an alcoholic beverage in my front lobby, remnants of last night's party out back, and in the elevator...yes, a pair of panties. Who are these animals?!"

Stuyvesant Town sits on the site of former tenement slums and a gas manufacturing plant. In the early '40s they were demolished to make room for Stuyvesant Town, soon followed by the unstable Con Ed power plant.

The Rent Guidelines Board passed a preliminary series of increases Wednesday that could affect one and two-year leases among the city's one-million rent-regulated apartments. Following a meeting at Cooper Union, the board voted 5-to-4 in favor of a two to four percent increase on one-year leases, and a four to six percent increase on two-year leases.


The nine-member panel will now hold a series of public hearings before holding a final vote next month. Any increases would take effect on October 1.

Two panel members represent building owners, another two represent tenants and five are public, nonpartisan members.

While Wednesday night's meeting was public, there was no public testimony.

As usual, landlords and tenants disagree over the need for rent hikes.

"I'm a senior citizen. I'm living on a fixed income. Please don't raise my rent," said Stuyvesant Town resident Oria Grimm.

"To keep affordable housing for middle class, they need to keep the rents as low as possible," said another Stuy Town resident.

"I don't want to pay anymore than I have to," echoed a third.

Yet landlords say the economy has been rough on them as well. The Rent Stabilization Association, a group that represents 25,000 property owners, points to higher fuel costs, property taxes and labor.

"They need to just stay even is their problem, and they are not staying even," said Frank Ricci of the RSA. "They are falling behind year after year."

It was pretty hard to find any tenants who want their rent to go up, but there were a few who said they understood the point of view of the landlords.

"I'm okay with it because I feel like the landlords costs do go up and this is not an entitlement," said a tenant. "I mean, everyone else's rent goes up hugely."

"I don't think people who own buildings should be forced to lose money on them," agreed another.

Last year, the board approved a three-percent increase for one-year lease renewals and up to a six percent increase on two-year leases.

The public will be able to speak out in the coming weeks leading up to a final vote late next month.

In some building residonts cant help but notice the non stop tours the Leasing Ofice is giving of the property. Thats right, all day long leesing agents pack both unstable elevators full of people to see modil apartments making it imposible for residents to get in our out of their building. But hey, its almost summer and what better way to tone up the beach bod than by walking your groseries up 10 flights of stairs?

And for those maybe new tenants who sign lease within 24 hours of taking a tour they get a crazy cool gift! Yup, you guessed it. ANOTHER $500 gift card. Let's hope your new neighbors don't vacation a lot in Pakistan because 24 hours certinly isnt enough time to check credit let alone do a background report!

Appaloosa Investment LP, the hedge fund run by David Tepper, lost a legal bid to join in a lawsuit to foreclose on Manhattan's Stuyvesant Town and Peter Cooper Village apartments, New York's largest residential enclave.

US District Judge Alvin Hellerstein in Manhattan said that Appaloosa had no legal right to "intervene" in the suit. Appaloosa opposes foreclosure because it says it may lose hundreds of millions of dollars if foreclosure proceeds. Bank of America and special loan servicer CWCapital Asset Management, acting on behalf of senior creditors, are separately asking for court approval to offer the 80-acre property in either one or two pieces in a foreclosure auction, according to a filing in US District Court in Manhattan.

"Its interests are contingent and speculative," Hellerstein said in court yesterday of Appaloosa. "It really has no place in this lawsuit." Appaloosa argued that CWCapital is pursuing foreclosure in breach of its fiduciary obligations to the fund, which has more than $750 million at stake in trusts secured by the mortgage on the Manhattan complex.
Foreclosure would require a double payment of New York City's $100 million transfer tax, Appaloosa said in its request to join the suit.

Filing in federal court seeks permission to put the 11,000-unit residential complex in Manhattan on the block.

CWCapital Asset Management has moved one step closer to foreclosing on the vast Stuyvesant Town/Peter Cooper Village residential complex in lower Manhattan. The special servicer, who represents the senior debt holders, filed a motion Thursday asking that the court appoint a referee to sell the 11,000-unit complex.

In the motion, CW also requested "that the property be offered for sale as separate parcels and collectively as one parcel and that the property be sold to the bidders with the highest and best offers," according to the court document filed with the U.S. District Court for the Southern District in New York. The court has yet to determine the value of the property or amount due creditors for the defaulted loans.

Real estate experts said the filing was the next logical step in the foreclosure proceeding. Meanwhile, tenants are moving forward with their own restructuring plan and expect to work with creditors to ensure the right outcome, according to City Councilmember Daniel Garodnick, who represents the area. "We are not in favor of prolonged legal wrangling," he said. "We want to see a swift and clean process that sets this property on a secure footing into the future."

It is highly unlikely, however, that the property would be sold before rent issues are resolved. Last year, New York's highest court ruled that owners of Stuyvesant Town/Peter Cooper Village had improperly deregulated apartments while receiving tax breaks known as J-51s, which are awarded for making building improvements. However, the court didn't rule on whether its decision should be applied retroactively, or specify how to recalibrate current rents because of the decision. Those issues are still being addressed by the lawyers for all sides. Until an agreement is reached, it would be very difficult to determine rents or cash flows. Also, any new owner would be liable for paying tenants' back rent, which lawyers had estimated would reach $200 million.

Tishman Speyer Properties and BlackRock Inc. bought Stuy Town for $5.4 billion in 2006 at the height of the market. They defaulted on the $3 billion mortgage earlier this year.

A Stuy-Spy snapped this photo of a Stuyvesant Town employee mixing up a fresh batch of poison on the sidewalk, liberally spilling it where dogs frequently walk. The spy writes: 

"This guy was mixing his rat poison on Ave C btw 20 and PC road yesterday - along the buildings. No signs to tell people to watch out for their dogs, kids etc. Perhaps this is why we are low on squirrels this year. He also was not wearing any ID."

In unrelated news, last week Con-Ed began their yearly soil sampling to check for high levels of toxins from the former gas manufacturing plants that once stood in Stuy Town's location.

We haven't heard such annoying repetition since Jewel spent the better part of the '90s telling the world how she used to live out of her damn car! What a shame the Stuy Town pansies got more of Tish-Spey's attention than their business model.

As a last testament to their ineptitude, this spring residents can still find dozens of dead trees planted throughout the complex. Yes, they are DEAD!
